I have seen some "locked" DDS files, which can be used in the game, but can't be opened by a editor/converter/viewer so that people won't edit the texture. Any one know how to do this ?

DDS specifications are open, so it's impossible to do.

If you play RBR, try the Impreza WRC 06 mod. Most texture files used in this mod can't be opened by Photoshop / NV Texture Viewer / DDS Converter, but the game has no problem showing these DDS textures.

Can you name me some DDSes that can't be opened with Photoshop/NV Texture Viewer?

I opened following DDSes successfully:

impreza06_external.dds
impreza06_external_transparent.dds
impreza06_internal.dds
impreza06_internal_kwindscreen.dds
impreza06_internal_transparent.dds
Light.dds

don't forget that there are at least 11 different .dds types, I have a tool that can open all of them, back from my Flightsim days. But not all Plug-ins can.

external_lightcone
external_scrape
internal_kwindscreen

But the tool from ACCAkut worked for all the files. So this is simply a format issue.
