I've seen in videos that there are ramps on the track and cars go over them for stunts. How do you get the ramps?

When offline press Shift + U when your driving and the camera will change to a free camera then select an option called something like place objects.

If when you press Shift+U you cannot see any overlay press spacebar. It should be simple to work out.

I looked there. Have you confirmed that

You can have ramps only on blackwood and blackwood car park.

You don't need ramps on the oval, you need barriers to make lots of corners.
