Car number #35(piri motorposrt) was quicker than car #10, and #10 was under blueflag. He didnt "give way" and car #35 lost so much time behind car#10. #35 drived over 7 laps behind #10 . I think he(#10) dont know what the blueflag means

car 28's penalty will be added with a drivethrough, there was also a 3rd incident with #19 which was taken into consideration
