You can only issue Race Control Messages if you're an Admin of the server (logged in with the admin password)

Press T, type "/rcm MESSAGE" and then type "/rcm_all".

Race Control Messages : (big text in centre of screen)

/rcm MESSAGE :set a Race Control Message to be sent
/rcm_ply USERNAME :send the RCM to USERNAME
