Is there possibility that if skins are downloaded in online from another people, then these skins go right away to Skins folder, so i dont have to copy skins from Skins_x folder to Skins folder to get new skins.

You should NOT be copying other people's skins from skins_x to skins. The automatic download feature is meant so that you can SEE other people's skins, not steal the hard work of others.

Skins_x skins you want to see in game, but not have in the list to use
Skins skins are those you want to have on your car, and should not be stolen without permission.

that is true but some skins you might like, like in cops in robbers. You need a cop skin, so you can copy it.
