Ok so i make a skin and try upload it to LFSW but i sais someone els has a skin by the same name so i change the name and it sais the same.
Can we browse the skins already uploaded to LFSW?
Also can we download them from there in 1024x1024 if you can Browse them ?

No, you can't browse and download other's skins.

You can download other's skin if you know the exact file name of the skin. When you try to upload a skin but LFSW states that the skin in use, it shows the skin asking if its the same skin; you can right click and save it for your own use. But that's not the best way to get skins (plus, they might be private skins); browse/search the the forum (and external sites) for skins that have been posted for public use.
