Although Car 09 was already sliding, car 08 hit it not once but twice. DT for causing an avoidable incident, and a plea to 08 to think about lifting off the throttle once in a while.

Warning to Car 26 and Car 92 for joint contributions to this incident.
Warning to Car 92 for ignoring blue flags
Car 36 - 25-second time penalty (post-race SG conversion) - Causing an avoidable incident
No penalty. However, some teams may be asked to attend a safety car practice session. Here is a reminder on how the starts must work:
You are not to move until the car ahead has moved for the formation lap. And by ahead, I mean the car that is just ahead of you in the stagger on the opposite side of the grid to you, NOT the car straight ahead. Creeping ahead shows impatiance, when you won't gain anything anyway.
This situation started from Car 02 creeping. Car 02 moved in reaction to 61 moving, which should have been 13 first, THEN 02. 13 Did not retake his position, nor did 02 yield it. After the incident in the penultimate corner on the formation lap, 13 overtook Car 02, but then slowed to yield it to 02. Car 26 took up his technical rightful position alongside 02, while car 13 dropped back a row.
What needs to come of this situation and protest: You ALL must become more alert for the formation lap and who to be alongside. There's 30 of you, and we do not have a way to do your work for you. You have 20+ hours to know the grid and who you need to be alongside, and can do a quick look left / right to see the car. We'll try to tell you what side you need to be on for the rolling start, but we cannot promise this each time.
