I saw this kind of lights done in LFSLapper. It was nothing more than a button with a big . set as text.

I've made these sort of coloured circular buttons using LFSLapper, and MadCatZX is correct; it's just a full stop made very big.

I'm currently using that code on my server - Sin'rs - as part of a traffic light system and for other traffic signs.
