The technique called motion tracking. Here you can find some tutorials:

well this helped but I was thinking how exactly I could do the glowing disc and the rims still in motion (i think is a trick with the layers but still cant figure it out)

a basic thing you could do is, mod the texture of the brake disk to a certain colour, and then colour-key that out and replace it by a glowing layer. This wouldnt affect the movement of the rims at all.
