I have a made a custom view similar to that picture(but better) with FOV of 90,no wheel and no hands,my camera is close to the gauges so i can see how fast i am going and it looks great
(Since I have a wheel i dont wont to see the wheel and hands in the game)
BUT
1. the top of the screen is open,it feels like my car has no roof,so can someone make some black border that can be added on the top of the screen or something like that?
Is there a way to make that without using skins?

2.I cant see the real mirror so i use the virtual one BUT I cant move it,I would like to position it in the right side of the screen but it wont move,i can only move the real mirror

1. Not sure what you mean? I assume you're talkin about clipping of the car model... can you attach a screenshot?

He probably means can he add windscreen visors and answer is no. You can skin some of the car's windscreen visor like XRR, XFR, FXR and FZR, but you can't add them.

3.but this is the best view i have seen in any driving game(if I use a wheel) but it could be better,I ****ing love this cam options,that should be stanard in all racing games

Ah i see, no, not possible to add a border unless you edit the carbody which is not very easy to do and more importantly not allowed

You could however get a piece of plastic and put it on top of your monitor (just kidding )
