hey, I just saw this and I guess its some related to the turbo boost but I dont know if this part is stock or what? from what it seems to be a buick regal gnx from the movie "born to race"

Just a guess but it could be a muffler bypass valve?

I think you got it, I haven seen a similar valve in the exhaust of the ferrari 599 (stock) but I used to think that it was used to pass some emission standards

Many performance vehicles have this setup these days. It's an active exhaust system that allows the vehicle to remain quiet during every-day normal driving, while still being nice'n'loud when you romp on the pedal. That way you can have a meaty, throaty, bad-ass sounding engine note without consistently pissing everyone off. The valves open at higher RPMs / throttle position.
