Is there a mod for the new Patch Z?

Or would the Patch Y be capable of doing it?

One thing I found to make the sky darker that worked for me is drop the sky down to 16 from 32 and it makes the sky alot more dark, I also then changed a bunch of stuff to make certain buildings darker as some were still bright they kind of looked like they were glowing while driving.
