Most likely sinchronised with qualifying/race length counter. Same as some car's have clock that's synchronised with time of your PC.

At the beggining of the video it looks like the game is running at ~15fps. Is the new Westhill so much more demanding? Video would be much nicer if recorded at 1080p 60fps.

The track itself is looking great, can't wait to test it!

I thought exactly this when I first started the video. I don't know on what hardware you guys recorded this preview, maybe it couldn't handle 1080p and 60fps recording and/or rendering, but I did some 1080p60 videos on a mid-spec notebook without problems. The track looks awesome, looking forward to race on it!
