If you really want you can get Photoshop..not that hard really, the internet has it all over the place. Using a quality program will improve the quality of your skins as long as you follow simple guidelines.

+1 to Kiste's suggestion of GIMP for its capability... but beware the worst user interface in the history of GUIs
