Hey, just noticed a bug in the setup download system.

I have my hotlap setups set to private, but when I try to click the gear icon to download my setup(for example, from here: https://www.lfs.net/files/setups/XRG/WE11) the site tells me it's forbidden to download that setup.

Also, same thing occured on the setup section on the user control panel, altough I could download these sets individually with using multiselect.

I don't know if the file site is intended to be that way, but I found it a bit odd.
