How to start a server but play on the same machine
So, I am setting up a server for some cops vs robbers gameplay, and I was wondering if it was possible to set up a server using these settings:

Would I be able to play on the same PC I'm hosting it on (which is my only PC)? Also, how would I shut the server down?

I have 60 mbps download and 6 upload for internet, so hosting isn't a problem.

Oh, and how would I set a description?

Yes. You can connect to it
1. multiplayer > Join specific host > local network > ip: 127.0.0.1 port: this same as you have in setup.cfg pass: your admin pass (/admin=)
or
2. multiplayer > Join specific host > internet > enter your host name and admin pass > connect
or
3. multiplayer > Display list of host > chose your server > connect
(i prefer 1st option)

enable this line in setup.cfg file (open with notepad to edit)
/welcome=X.txt
(set welcome message up to 200 chars in text file)

Press X, Alt+F4, write in server window /exit. There is no command to remotly shut down server, you can propably make it through insim using /exit command, or with external programs.
