Sure, if he gives you the admin password and you logon to the server using that password, you will be admin too.
He has to make sure there are enough admin slots available, which can be configured in the server config file.

That part is unnecesary - there is just configuration how many slots are reserved for admins,basically just in case the server is full,it does not limit the max amount of admins. So if server has 20 slots and 3 slots are reserved for admins,only 17 users without admin pass can join.
