It would, but there are much more important priorities.
Some could argue that you can simply use Teamspeak of even Discord but the truth is that most users won't take the trouble of installing TS or even go to a Discord url to start with which makes the vocal chat sub-par with a handful of people on it. It's one of those thing where other racing sims don't have it so no one wants it but if other games would have this feature, it would be a must have. Out of any gaming genre, I found weird that racing simulations lack this feature by default these days. Who wants to leave the wheel for chatting or even pressing an F key for a smile in the middle of a race. You can key-bind a few on your controller if you're lucky but it gets redundant after a while.
The bandwidth required could be minimal so a few kb/s would be enough to handle at a low radio-like quality. I remember having some great fun having a voice-chat while driving in AC so this could be sweet on social servers.
Maybe one day this will be a thing.. along with an option to mute annoying users. Oh ya.
