Or maybe something like that: only licenced users can download attachments in layout forum - I mean it's still an advertisement to motivate to buy licence,when you see the possibilities.

It'd work here, yes. But LFS forum has a large amount of layouts that are obtainable from a lot of different places, which could make it a bit meh.

As well whats to say S1/S2/S3 licensed players aren't able to access those sections and give the layouts out onto other forums?

i personally find this a good idea. Not to difficult to configure i think?
But something tells me that subject is discussed before.

But uhm what about the following sections that need to be restricted.
- Programmer forum
-'Files' forum section
-'Media' forum section

I also have to agree with Huskii. But yeah to late to fix that.
