Lately I played a lot Wreckfest and in that game hoster can choose how many bots he want to have on server. in my case i use 20 bots max 24 players can join and bots make room for players.

* 00:21:43 - *Mikkeli has joined.
* 00:21:43 - *Chriz86 has joined. 00:40:30 Event ended!
00:40:50 - *NoRC making way for a human player.
00:40:50 - *e30guy making way for a human player.

Looks like that in server.

Think it's also nice to have this option in LFS but offcourse hoster can choose.
