Discovered this while looking at this post.

The game(tested with 7D and 7D21) doesn't download mod files while watching .spr replay, resulting in an OOS error.
Accessing the mod list and downloading the mod via garage allows the replay to be played.

I was able to reproduce this by deleting the mod car folder in /mods and launching the replay again.
