Hmmm It isn't illegal to drive in reverse, except you cant reverse on a main road and you certainly cant reverse up the motorway (some people do that when they miss a junction) which is stoopid... But that guy is in the wrong if his car is fuggered, call a repair man :/

Um... dunno about /there/ but here, reversing is illegal in ALL cases except these two:

1.there is no road ahead that you can legaly use.
2.you are doing (un)parking maneuvers, and not exceeding a certain length backwards.

Similar here, you can reverse when trying to get out of a parallel parking space (as long its just backing up to the car behind and not pulling out on to the road), a 3-point turn or on a dead end road (be it a dirt road or a cul-de-sac).

Illegal or not (in my opinion it is illegal), but the whole idea of driving such a distance in reverse is just plain funny and stupid.

There are WR attempts driving in reverse but they are different thing and done normally outside public roads.
