10 laps race with forced pit stop.

If you pit in lap 9 and get a stop and go penalty because of overspeed in pit lane, it's not possible to achieve the stop and go penalty in last lap.

You enter the pits at the correct speed, stop at the correct place, but nothing happens, you just got a DNF.

This is intentional.

I thought LFS gives you a time penalty (e.g. +30 seconds) if you get a speeding penalty close to the end of a race?

You get a 30 seconds penalty if you pit on last lap.
But in this case this is not a pit stop but a penalty stop.

If you get a penalty prior to the last lap it will either be a drive-thru or a stop-and-go penalty, if you try to clear them on the last lap you will get DQ'd because it is "cheating", as you'd gain time by not having to drive all of the speed-restricted zone. Any penalty obtained during the last lap or when going into it will be a time penalty added to your total time after the race. No bugs in penalty system AFAIK.
