Yes, cr4zy!C3 made something you can use. But you need to know the servers Insim port and it does interfear with other Insim applications so you should ask the hosts permission before connecting to their server with it.

Technically it is possible, i'm working on it for the STCC server, but it will be limited to server admins and drivers.
