When ever i try to save a skin to data/skins it will only save it as a bitmap image, not as a jpeg. I have no option but to do bitmap and it won't work when i try it on LFS. Which browser do you use?
Unless you didn't mess somthing on your computer you should be able to save that image as .jpg if you use right click save image under.

A common (and old) bug with IE. Sometimes closing the browser, clearing the cache and history, then opening a new browser will fix the problem but not always. As Glory J points out; downloading the image from the link (as opposed to opening the link in a browser) should save in the correct format regardless. Right click/save link as
