Since patch V when I enter shift-f mode in replays I get messages in the centre of the screen such as "Cadet: 8 Laps" and "3rd in 1:20.50" etc. I can cull split time reporting via the options menu, but for pre and post race messages I cannot see an option to cull these. I already have MPR Message Block set to 2 (I tried 3, didn't help).

With this text here I cannot produce the race broadcasts that I was doing, so if there is a solution to this i'd be very grateful!

The only one I can find relates to split times (which never used to appear, but are culled by turning this option off).

Pre & Post race messages appear regardless.

I explored further and you where right, a new option is in there, "Show flags in shift-f mode".
