Otherwise no, you cannot customise the wheels.

You could in S1 but they haven't made the program for S2...

Yes you need S2. That's the program! You can have the XRT with a BIGGER ENGINE (ooooooh!) TWOOOOOO SPOILERS (aaaaah!), a RACING BODY KIT (wowwwww!) and THICK RACING RUBBERS (yeeeeah!)!

And you can change the colour of the rims/wheels/the metal stuff in the center.

Yes maybe. Someone would have to code a program. But noone has. So unless you write the program yourself it's not possible.

Well, in all seriousness, it would be nice to be able to choose from two or three different wheels styles per car. Even diameters! *gasp*

Such options are typically made available from manufacturers (all OEM parts; you just have to pick one when you order the car) so it wouldn't exactly be unrealistic or ricey. They would all need to be the same weights though... not that LFS has any unsprung weight calculated.
