I think it's mainly because there is so much vibration in the front (engine), and some drivers take curbs really aggresively there, that it's plausible that the brake "things" (that clamp against the disc face, me bad english) are not completely in the right position, even if it's only 1/1000th of an inch.
That tiny inperfection needs some time to correct itself again when the driver hits the pedal, which means that the car has a f*cked up brake bias (towards the back) for a short while.
