Yes and no (in my experience)

Yes: you can have the ghostcar when joining and driving online.

No: Only works when ur the only one on the track - as soon as theres more that 1 (you) it will stop running.

Sometimes it shows odd split differences when there are multiple drivers on the track.. don't worry too much about those.
