Description of incident or video: Collision while overtaking car #19. Avoidable contact. Car #19 changed line and bumped #23 off track. #23 lost about ~20s.

Car #19 was fishtailing and out of control, racing incident, however earlier in that lap car #19 slowed to 40 mph less than the speed for the chicane to allow cars to pass, fair enough it was a blue flag, but let cars past on the straights, not twisty sections like the chicane, at a round like FE that could be very costly to the lapping team and yourself.
