You seriously don`t read the posts above you.
You has NO rights whatsoever to demand, or any other of you, a lisence from him, there no judge or fawking police, or law etc that is involved in this. There has not been a "contract" you all have signed under with your own handwriting that says he has to buy you a lisece.
Of course I do understand you are not happy of not getting the lisence as he told, but problems have occured and he canot deliver what he said, it`s not like he did not want to give away those, but he can`t by odd reasons.
So, leave him alone and start saving your own money for a lisence.

What you say can and will be used against you in court.

What's the problem here? He said he will re-buy all the licences and the people who lost them are of course a bit upset, disapointed and thinking they might have been fooled into answering all those annoying questions for nothing. Man those were alot of weird questions. I mean poetry??

Find a friend with a VISA and buy it that way...
