Is there a way to set a penalty on reset use on a server?

Specifically, I am setting up a nondedicated server to race with friends and I would like the server to automatically hand out either a drive through or stop and go penalty to the driver if/when they reset thier car on the track.

I imagine it would be simple:

IF (USERNAME==reset)
/p_sg USERNAME

I just have no idea where if anywhere such a command could be put. Could it be done w/ scripts?(I don't know anything about scripts yet)

Not automatically anyway,you will have to keep your eye's open
