i agree on some of those, the reflection is to light in my opinion and the front car is to small. the rear car i ok. the perspective is fine

The jpg compression is killing the pic. Either that or you were working with very, _very_ low quality source images 
If it wasn't that "pixelated" it would look good .

Looks more like a painting than cartoon.

P.S. ChiKisT looks good but I prefer the first pic with slightly less rain and a bit brighter.
The second one without radial blur it would be better.
