What fps would my system
I don't have those components, so I can't say exactly, but I do know the fps should go up with better hardware, assuming the Core 2 Duo is better than the Pentium D. What fps do you get with your current hardware? From what I see on that link for the motherboard, it seems kinda weak since it says it supports only DDR2 533 but it doesn't say anything about DDR2 800, and also SATA 1.5G but not SATA 3.0G

Just fyi he only has PC4300 memory and is on a tight budget, and the difference between Sata (150 MB/s) and SataII (300 MB/s) is tiny as the Raptors and a few RAID0 setups can move enough data to actually use more than 150 MB/s.

You seem pretty well set. The only bottle neck would be the processor, you could probably just put the core 2 onto your current motherboard, buy another gig of RAM and be fine.

Thus why i recommended a cheap-ass Core 2 Mobo, a better PSU, and a nice entry level Core 2 Based Pentium CPU - that pared with a 7900GS would be very nice.
Well if the current system runs fine then he should be okay. Core 2's draw less power then the PD 9x0, and the 8x0. And most boards that can run the PD's also supports Core 2. So it seems like all he needs to upgrade is the CPU, and throw on another stick of RAM. Then again, it would be nice to have full system specs of OP's current rig.

His current PSU is dodgy from what i remember, and if he didn't get the PSU more RAM (2 GB ) wouldn't hurt.
