i just want to know if i should get an s2 license or buy a steering wheel i only have enough money to buy one of them

It really depends what control method you currently use.
If you're keyboard, then I'd say wheel first. A lot of the S2 cars can be very twitchy and hard to control with pure digital controls. Get some wheel practice in so that when you do get S2 you'll know what you're doing.
If you're mouse and can control the XRT well, then you could probably get away with S2 first. But again, some of the cars will be harder to control.
A lot of the fastest racers around are mouse users though, so it is possible to do well without a wheel. I can't do it, but then I pretty much suck with a wheel too

I used to use the keyboard. Can't use the mouse at all, and not just because we have cats who can jump on it at any time
Basically when I got S2 I still used the keys, and the only cars I could drive were the FWDs and 4WDs. And sometimes the FOX. The others I'd end up spinning out at almost every turn, if I could even get them off the line.
On the other hand, there's plenty of servers now running the slower cars, so you might actually be able to get away with it. I guess getting S2 would put an end to countless laps on BL1

lol i was at my friends house and he has s2 and i tried driving one of the cars and i couldnt keep it straight i just kept spinning everywhere

it honestly depends on what wheel. if the wheel consideraly costs more than S2 i'd get the wheel. 50 bucks comes around alot easier than to say 300(hint hint)
i got a dxxa steering wheel but i dont have a game port so i have to get an adaptor from game port to usb and the steering wheel cost €50
It sounds like it's too late but for 50 euro you can also buy a cheap Logitec wheel with USB.
i hope u won`t regret it later.. i would`ve gotten S2 OR DFP/G25. that 220 degrees wheel is.. oh well.. 
I got both at the same time, its the way to go. DFP FYI
Bad idea, you should buy a cheap sound car with game port. I bought a Trust one only to get the gameport, it costed me 7€~10€, can't remember but not more. Can be usefull if you have other device using gameport.
The problem with adaptator is that it doesn't work well. Some of my friend had a bad experience with an expensive one
