I read ingame that you could use one of your vouchers for high res skins? how do i do that?

Go to your LFS account and add some credit (£3 or more) and then use that to buy High Res Skin downloading

You have to pay, you can't "trade" an unlock or similar.

You have to tell LFS in the settings it should start using hi-res skins. You can specify this for helmets (512) and car skins (1024).

when i selected 1024 for cars it said i could use a voucher or unlock for tha..idk

You have to buy it as WELL as select 1024...

its only ~5$, its worth it.
