Kinda new here. I have been practicing off line and in the demo. I have also had fun downloading several mods like the Hi-Res textures and tires, wheels and such.

I caught an under tone in one of the post that seemed to indicate that you can't have these installed to race with an S2 license. Is this true? What are the rules?

Hmm for things like textures for the skies, tires, and wheels and stuff.... you can race online just fine. Those are just visual differences, and really only affect how the game looks to you.

If you do get S2, you have the ability to use the Auto-Skin Download feature too, and maybe that is what you got mixed up with. (The feature which allows you to upload your own personal skins online so people can see you using it online).

However, if you use mods that modify your car and such (like Mechanik, Slick Mod or whatever), you cannot race online with that unless the server has it running too.

Textures are moddable in most cases. Enjoy them as you wish. The types of mods that are not allowed are ones that change the car shapes, or ones that allow online "cheating" (performance mods that work online in a normal server situation). Track and car editing is not allowed at this time.
