Talk to one of the mods / Victor to get it included. You'll probably need some form of hosting, that isn't photobucket - I'd imagine.

Do you have to make this sigs yourself or is there a site where you can make them?

I doubt Victor will allow them as the userbars were specifically for leagues, and the CTRA using them is a hot point of contention - i doubt they'll be used for teams.

The whole userbar things get on my tits, wouldn't be so bad if you had one small one, but people have hords of them. It is rather annoying.

Oh yeah, that is a lot better. Removes a lot of the bulk.

Yes, but the dilemma is some people want to actually view the signatures but without any images. I am (was) such a person, though I'm now again used to having no signatures at all.
