I think this is a wrong conclusion... there's only a few of those "second-life" servers and there are a hundreds of normal race servers. For a valid comparison of racing versus "cruising" you should compare the total popularity of allrace-orientated and allcruise-orientated servers.
Think of it this way: if there were only 3 race-orientated servers running, those would be packed all day too...
It's in the works - I've got pretty graph creation and stuff to work on - but I'm not giving it my full attention this week as I'm moving server providers and all the crap that entails

Shame it demonstrates the sheer quantity of hopeless drivers that cruise around in total boredom. If only there was some way of moderating against them - some anti-cruise (or anti-wa**er as I call it) code Scawen could come up with...
It does seem a bit pointless driving around slowly, I thought this was escapism, not "pretend I'm in rush hour" Maybe the cruisers are just a sadistic bunch
On an entirely "serious" note I was thinking whether or not it would be worth while coming up with some sort of micro format to use in hostnames, or something, to describe the server. of course that requires buy-in from everyone, and something small that doesn't cock up the actual display name.
Shame there's no field that can be fetched from the server that could contain any old bollocks.
