It is supposed to be like that. R2s are meant to be this soft qualifying tire, it's not meant to be driven longer distances. What you should do is change to R3s (or R4s) and/or change your setup so it's easier on the tires.
What you should also note that all R2s are the same compound, so R2s might be suited for the lower powered cars, but not for the more powerful ones.

hmmm ok but even with a slow outlap they are overheating before the end of a singlefast lap. seems a bit silly if you cant complete a single fast lap with them, and this is on BL1.. tracks such as Ky3 you dont stand any chance of using them.

Last patch you could just get 2 fast laps.

That about says it all. The setup was so on the limit on the last patch that this patches tire changes took it over the limit.

So your saying R2's are now useless for the Bf1, which if thats what they wanted then fine, but like you said above R2's are suppose to be quick qualifying tyres, which now they are not.

It's what they wanted. It might be so that you can't use R2s on the BF1 now, but you have to remember that all the other cars use the "same" R2s too and the devs wanted that people would use some other tyres too. Before this patch most of the GTR cars for example really only used R2s. So the right tyres for BF1 qualifying are probably R3s.

If you set the car up with more realistic tire pressures and camber values you'll probably find there is some use for them round some tracks as a qualifying tire. If not move to the next compound there's no requirement for you to use them.

Go and use R4s...
