my fps goes only up to 25FPS so it lags

There is no "best" video card. Quite frankly almost anything would be better than that, as I dont think the 420 supports HVS (hardware vertex shading). The problem is then that if your system is of that age, then you're likely to only be running an AGP slot, and that's likely to be 4x at most.

What this means is that it's not exactly practical to try and upgrade one part of the system as you will be pissing away money in the longer term.

I would search for a used ATI x800 Pro.
It can easily manage 6*AA/16*AF @ 1024*768 for the eye-candy...
