When I look at it now, it should be random. Half vote for low/medium wind, half no wind.

Wind, if you look at RL racing, it is windy. If you want realism, have random weather for each round, and rotate it so that it is unpredictable. e.g. If it was high wind at Blackwood, the next round would be an unpredictable one, like no wind.
