i would like to try , but if i cant and they will take my money and wont give me a license and no money will be given back... u know £ 24 = ~ 115 LTL its a lot for me and i dont want to loose them

If you can't use your Electron, how would anyone be able to get your money? Either it works and you get your license, or it doesn't and you don't.

It was same with me. When i was ready to buy S2 i tryed to buy with Visa Electron and it wasn't possible, and would not. Try to search for somebody in your country who have real Visa and then send that money to him. He will buy a voucher for you and you will be proud with your new S2 license.
