What's the difference between hotlap qual and premier qual?

Why is there only Premier Quals for 4 tracks?

We made the hotlapping to equalize the grids GT-A and GT-B and reduce the competitors number down to 60, who will drive 4 races to have a short ranking. The top 15 of each grid will head up to the premier league, the rest comes into the First Division.
