How do i make good skins like, is it possible to split it up and do thing's bit by bit? like for the fill in i want different colour bumpers etc but i don't know how proply can some im using Photofiltre btw.

Try Gimp or Paint.NET. Both are free and support layers.

Try searching for some. I googled paint.net tuts and there's a couple out there!!! (by a couple i mean loads!!!!)
