Hey all...

I have a PayPal Q

I had an old account which I set up, but never got round to verifying. I log in after not using it for a year, to put cash in to pay for the S2 vouchers I'm giving away as a result of my contest.

Only to find it says

'This account has been permanently locked with a £0.00 GBP balance. All information associated with this account has been blocked from the PayPal system and cannot be registered with another account'

I'm trying to get it unlocked so I can put about £50 in to pay for the voucher for my giveaway

Ideas?

Contact PayPal (Good luck!)

Easier way is to make a new account, but you need a new Bank Account / eMail Address.

Did I mention my SOLE bank account/debit card # was/is in the locked account?

I already e-mailed them yesterday asking them what's going on. So far, no reply
if all else fails. Sue paypal.

PS - If you knew what you were on about you'd know thats virtually impossible as PayPal are based in Luxembourg and as such they don't have to abide by UK trading laws, and also means that UK Bank Regulators can't touch them.

Not true. I've been looking into it. In the UK, they are governed by the FSA, as they are registered as a bank

Try it by all means but i've read countless accounts at MSE of people who tried this but got the "PayPal is in Luxembourg and so isn't governed in the UK" response.
Well now you know what country their in, it's only a small(ish) trip over and kick some ass. I'll come if you need some help it's been ages since I took out my pitch fork for a good old time village rampage.

Don't understand why the account is locked. Mine lay dormant for a couple of years (in fact looking back in my E-bay account it's almost 3 years) and I had no problems reusing my account.

Has you're bank card been reissued during the time since you last used pay-pal, at a long shot a new card my work.

Nope, but my current card runs out in 04/09,. I ain't waiting till then.

I'm gonna put my MSN/AIM in here, get a hold of me if you want to talk/help. I've heard nothing back from them, and have no other cards to put on the (new) account

@Jakg: According to http://www.google.co.uk/url?sa ... g2=YRIaauRCUMa06qLXH6SICw, it says "PayPal (Europe) Ltd. is authorised and regulated by the Financial Services Authority in the United Kingdom as an electronic money institution", so IDK why you're saying that, as they are legally required to respond to complaints over here. I'm e-mailing the FSA now, seeing what they say.
  1. Get a ferry to Calais
  2. Drive to somewhere in Belgium.
  3. Enjoy beer in Belgium, but not to the extent you are unable to drive.
  4. Go in to Luxembourg.
  5. Kick ass.
  6. Fill up on cheap petrol.
  7. Return home.
  8. Profit.
