I have this bug as well. Steps to recreate the bug (for me):

Start a race/practice session in Single Player mode
End the race
Go to 'Garage'

I get the same bug since P2. Nothing big but a little annoying.

Just noticed that as well a few days ago

I was playing single player, and did a race, ended it, then set up a LAN server, my cousin and I then joined. But the damn message was still there.

Same here, but not very annoying cause i am informed if I am at pits or at end of race, so if I am at a AI race, i know if the other AIs are racing now....

I get that when I end the race and before it's ended, I go to the pitmenu.
To get rid of it, I end the race properly and when it's ended after the 3 secs, I go to the pits.

Sam it's not only when you do that. If you just ended a race anyway and went to the garage it would do it. Going to the garage while the race is ending is just saving time lol

I worded that wrong. I would happen even if you didn't go to the garage before the race ended lol

Not for me. :P I only get it when I pit too soon.

When I end the race and go to garage, I get "Race ENDS : 1"
