It'd be best to surf around league sites to find teams that frequently do the driving you like. Then you can try out their teamserver once in a while and race with them. That's the best way to show your interest and to get to know a team. When you like them, and they don't ban you, talk with them about a membership and perhaps they will offer you to become an applicant.
That's the usual way to get into touch with a team.
