just buy a license and see for yourself 
also you are more likely to have a skin request made if you have 's2 licensed' below your name

are you using X version or later?
You do not need an LFS licence to make a skin. In fact, with the cmx viewer, you can even make skins for the licenced cars in preparation for when you buy a licence.
