I cant find out how to crop squish a layer and shrnrk and expand it around

Is ther something wrong wwith my c3 ore do i need to activate something?

i want to do what i can do in elements in the excample images
it also whows i cant seem to find that option where u se the outline and sqaures wich via u can resice

I can't even tell what your saying but to transform a layer select it and hit CTRL + T.

When you want to transform a layer, make sure that the transformed layer is selected in the layers list.

Yeah as the two above me have said, make sure you have selected the layer you want to transform in the layers list (bottem right corner) then hit ctrl+T to start resizing it.

Also if you right click on the thing your transforming then you can select other options such as skew or distort.

The only ones i use are
Shift+T = Transform Object
Shift+U = Change Hue/Saturation/Brightness
Shift+CTRL+U = De saturate layer
CTRL+I = Inverse Selection.

Those are the only ones i use really.
